Policia e Kosovës me plan operativ për garantimin e sigurisë së përgjithshme gjatë “Zgjedhjeve për kryetar komune 2025-balotazh”
Prishtinë, më 7 nëntor 2025
Policia e Kosovës, me qëllim të ofrimit të sigurisë dhe mbarëvajtjes së procesit zgjedhor për kryetar komune-balotazh, ka hartuar urdhrin operativ policor, ku janë bërë planifikimet e duhura policore lidhur me zgjedhjet (në aspektin e sigurisë), të cilat do të mbahen me 9 nëntor 2025, në Republikën e Kosovës.
Planifikimi operativ ka paraparë implementimin dhe realizimin e operacionit policor gjatë procesit të balotazhit, angazhimi dhe garantimi i sigurisë, transporti nën përcjellje dhe siguri të PK-së të materialit sensitiv e deri në përfundim të procesit.
Policia e Kosovës ka marrë masa shtesë duke caktuar edhe koordinatorë të Policisë me KQZ-në dhe institucionet tjera të angazhuara në këtë proces, si dhe hartimin e një udhëzuesi për zyrtarët policorë lidhur me detyrat dhe përgjegjësitë e tyre ligjore gjatë balotazhit.
Sipas planifikimeve policore qëllimi i këtij urdhri operativ është:
• krijimi i një klime të qetë dhe të sigurt për të gjithë qytetarët e Republikës së Kosovës si dhe mbajtja e rendit, qetësisë dhe sigurisë publike në vend para-gjatë dhe pas balotazhit.
• sigurimi i qendrave të votimit, këshillave komunale të zgjedhjeve, depove komunale, qendrës së numërimit të rezultateve dhe depove qendrore.
• përcjellja e sigurt dhe sigurimi i të gjithë materialit sensitiv zgjedhor nga të gjitha vendet e parapara sipas planit të sigurisë deri në përfundimin e operacionit policor, që ndërlidhet me procesin e balotazhit.
• inicimi dhe procedimi i çdo vepre penale kundër të drejtës së votimit dhe ndërmarrja e të gjitha masave procedurale/penale ndaj çdokujt që bie ndesh me ligjet pozitive të vendit që rregullojnë/sanksionojnë veprimet e kundërligjshme ndaj zgjedhjeve të lira dhe demokratike në koordinim dhe bashkëpunim të ngushtë me Prokurorinë e Shtetit sipas planeve të veprimit dhe marrëveshjeve paraprake të bazuara në ligj.
Në zbatim të urdhrit operativ, me qëllim të koordinimit në mes të nivelit qendror dhe atij rajonal të Policisë, sot më 7 nëntor 2025, është mbajtur takimi informues, këshillues e koordinues me drejtorët e Drejtorive Rajonale Policore dhe menaxhmentin e lartë të Drejtorisë së Përgjithshme të Policisë. Në takim u diskutuan edhe pikat e veçanta që parasheh urdhri operativ, me qëllim që të sqarohen detyrat dhe aktivitetet policore lidhur me këtë aktivitet.
Policia e Kosovës njëkohësisht iu bën thirrje të gjithë drejtuesve të subjekteve zgjedhore dhe qytetarëve që për çdo informacion, apo çështje që ndërlidhet me aspektin e sigurisë të njoftojnë institucionet kompetente dhe Policinë e Kosovës, përmes linjës fikse dhe mobile: 192 ose në adresën elektronike [email protected] si dhe në stacionet më të afërta policore, në mënyrë që të ndërmerren masat e menjëhershme ligjore.
Policia e Kosovës mbetet e përkushtuar në realizimin e detyrave dhe përgjegjësive të saja ligjore në mënyrë profesionale karshi qytetarëve dhe vendit.

Kosovo Police with operational plan to guarantee general security during the “Mayorial Elections 2025-runoff”
Prishtina, 7th November 2025
Kosovo Police, in order to provide security and the smooth running of the mayoral election process, has drafted a police operational order, where the necessary police planning has been made regarding the elections (in terms of security), which will be held on 9th of November 2025, in the Republic of Kosovo.
The operational planning has foreseen the implementation and realization of the police operation during the runoff process, the engagement and guarantee of security, the transport under the escort and security of the KP of sensitive material until the end of the process.
The Kosovo Police has taken additional measures by appointing Police coordinators with the CEC and other institutions engaged in this process, as well as drafting a guide for police officers regarding their legal duties and responsibilities during the runoff.
According to police planning, the purpose of this operational order is:
• creating a peaceful and safe climate for all citizens of the Republic of Kosovo as well as maintaining order, peace and public safety in the country before, during and after the run-off.
• securing voting centers, municipal election councils, municipal warehouses, the results counting center and central warehouses.
• safe escort and securing of all sensitive electoral material from all locations foreseen according to the security plan until the end of the police operation, which is related to the run-off process.
• initiating and processing any criminal offense against the right to vote and taking all procedural/criminal measures against anyone who violates the positive laws of the country that regulate/sanction illegal actions against free and democratic elections in close coordination and cooperation with the State Prosecutor’s Office according to action plans and prior agreements based on the law.
In implementation of the operational order, with the aim of coordination between the central and regional levels of the Police, today, 7th of November 2025, an information, advisory and coordination meeting was held with the directors of the Regional Police Directorates and the senior management of the General Police Directorate. The meeting also discussed the specific points foreseen in the operational order, in order to clarify the police duties and activities related to this activity.
The Kosovo Police simultaneously calls on all leaders of electoral entities and citizens to notify the competent institutions and Kosovo Police, through the fixed and mobile line: 192 or at the email address [email protected] as well as at the nearest police stations, for any information or issue related to security, so that immediate legal measures can be taken.
The Kosovo Police remains committed to carrying out its legal duties and responsibilities in a professional manner towards citizens and the country.
