Reagim ndaj komunikatës së Eparkisë Rashkë – Prizren

Policia e Kosovës me qëllim të informimit të drejtë, profesional dhe të paanshëm të opinionit publik, hedh poshtë si të pabazuara pretendimet e publikuara në komunikatën e Eparkisë Rashkë-Prizren, sipas të cilave Policia e Kosovës zhvillon një politikë institucionale të presionit, diskriminimit apo frikësimit ndaj pjesëtarëve të komunitetit serb dhe Kishës Ortodokse Serbe (KOS).
Pretendime të tilla nuk mbështeten në fakte, nuk pasqyrojnë realitetin e veprimtarisë së Policisë së Kosovës dhe krijojnë një perceptim të rremë mbi mandatin, përbërjen dhe mënyrën e funksionimit të institucionit.
Policia e Kosovës është institucion kushtetues dhe profesional, i themeluar mbi parimet e shtetit demokratik dhe sundimit të ligjit. Në përbërjen e saj shërbejnë zyrtarë policorë nga të gjitha komunitetet që jetojnë në Republikën e Kosovës, përfshirë komunitetin serb, të cilët ushtrojnë detyrën mbi bazën e Kushtetutës së Republikës së Kosovës, Ligjit për Policinë, Kodit të Etikës Policore dhe standardeve evropiane të zbatimit të ligjit.
Vetë përbërja shumetnike e Policisë së Kosovës, mekanizmat e mbikëqyrjes civile dhe institucionale, si dhe bashkëpunimi i vazhdueshëm me partnerët ndërkombëtarë të sigurisë, përjashtojnë çdo pretendim se Policia e Kosovës vepron mbi baza etnike, fetare apo politike.
Çdo veprim policor ndërmerret ekskluzivisht mbi bazën e ligjit dhe përgjegjësisë individuale.
Respektimi dhe garantimi i lirisë së besimit është një ndër detyrimet themelore të Policisë së Kosovës.
Për më shumë se një dekadë, Policia e Kosovës ka garantuar zhvillimin e sigurt të qindra ceremonive fetare, pelegrinazheve dhe aktiviteteve të Kishës Ortodokse Serbe në të gjithë territorin e Republikës së Kosovës.
Çdo vit hartohen dhe zbatohen plane operative të detajuara për sigurimin e këtyre aktiviteteve, në bashkëpunim me përfaqësuesit e Kishës Ortodokse Serbe, KFOR-in dhe institucionet tjera relevante.
Ky bashkëpunim shumëvjeçar përbën dëshmi konkrete të përkushtimit institucional të Policisë së Kosovës për garantimin e ushtrimit të lirë të besimit dhe mbrojtjen e të drejtave të të gjitha komuniteteve fetare.
Edhe ceremonia e 28 qershorit 2026 në Gazimestan është zhvilluar mbi bazën e një plani të posaçëm operacional të hartuar nga Policia e Kosovës.
Ceremonia është zhvilluar pa ndërhyrje dhe pa pengesa nga Policia e Kosovës.
Veprimet policore të ndërmarra pas përfundimit të ceremonisë nuk kanë qenë të drejtuara ndaj besimtarëve, identitetit serb apo riteve fetare.
Masat policore janë ndërmarrë vetëm ndaj personave për të cilët kanë ekzistuar dyshime të arsyeshme për sjellje që përbënin elemente të nxitjes së urrejtjes, provokimit ose cenimit të rendit publik.
Vendimet për gjoba, dëbim apo ndalim hyrjeje nuk janë marrë nga Policia e Kosovës, por nga organet kompetente administrative dhe gjyqësore bazuar në dëshmitë për secilin rast veç e veç.
Mbrojtja e trashëgimisë kulturore dhe fetare përbën një nga përgjegjësitë më të rëndësishme të Policisë së Kosovës.
Pas transferimit të përgjegjësive nga KFOR-i, Policia e Kosovës mori përgjegjësinë për sigurimin e objekteve të trashëgimisë kulturore dhe fetare, duke dëshmuar kapacitet profesional dhe institucional në ushtrimin e këtij mandati.
Për realizimin e këtij misioni, nga Policia e Kosovës është themeluar Drejtoria për Sigurimin e Objekteve të Trashëgimisë Kulturore (DSOTK). DSOTK-ja përbëhet nga pjesëtarë të të gjitha komuniteteve që jetojnë në Republikën e Kosovës, e ku mbi 16% të tyre i përkasin komunitetit serb, kurse në krye të DSOTK-së është majori nga komuniteti serb.
Aktualisht janë 24 objekte të TKF-së serbe që sigurohen 24/7 nga pjesëtarë të PK-së. Varrezat e të gjitha minoriteteve mbikëqyren në baza ditore nga ‘Policia e Komunitetit’ dhe për secilën prej tyre ekziston dosje e veçantë që monitorohet nga policët sektorialë-policët e komunitetit.
Sa i përket rasteve ku përfshihen objekte të TKF-së, ofrohen të dhënat zyrtare në vijim:
Gjatë vitit 2024, janë evidentuar 53 raste në TKF-së: 34 raste ose 64% kanë ndodhur ne objektet myslimane, 16 raste ose 30% në ato ortodokse dhe 3 raste ose 6% në ato katolike.
Në vitin 2025, janë evidentuar 35 raste në TKF: 22 raste ose 63% kanë ndodhur ne objektet myslimane, 10 raste ose 29% në ato ortodokse dhe 3 raste ose 8% në ato katolike.
Gjatë periudhës janar-qershor 2026, janë evidentuar 34 raste në TKF: 27 raste ose 79% kanë ndodhur ne objektet myslimane, 5 rast ose 15% në ato ortodokse dhe 2 rast ose 6% ne ato katolike.
Natyra e rasteve që lidhen me TKF-në, në shumicën dërmuese të rasteve lidhet me përftime pasurore (vjedhje dhe vjedhje e rëndë).
Po ashtu në komunikatën e Eparkisë, përmendet një rast në një fshat të Podujevës. Lidhur me këtë rast më 21.05.2025, policia ka iniciuar rastin ‘Nxitje e përçarjes dhe mos durimit’. Të gjitha veprimet lidhur me rastin janë marrë në koordinim me organet e drejtësisë. Prokurorja e rastit me aktvendim të dyshuarit i liron në procedurë të rregullt dhe udhëzon vazhdimin e hetimeve në koordinim me institucionet përkatëse rreth pretendimeve se kujt i përket pronësia e kishës.
Sa i përket rasteve që lidhen me motive të mundeshe ndëretnike, këto raste trajtohen në vazhdimësi me paanshmëri e profesionalizëm. Rastet e tilla ndër vite kanë ardhur duke rënë, kështu në vitin 2023 janë evidentuar 31 raste, në vitin 2024 janë evidentuar 25 raste, në vitin 2025 janë evidentuar 5 raste.
Policia e Kosovës do të vazhdojë të ofrojë siguri për të gjitha komunitetet pa dallim, të ofrojë siguri për objektet e TKF-së dhe fton qytetarët që ashtu si deri më tani, të bashkëpunojnë me Policinë në mënyrë që të ruhet e rritet siguria e përgjithshme në Republikën e Kosovës.

Reaction to the statement of the Eparchy of Rashë-Prizren

Kosovo Police, with the aim of informing the public opinion fairly, professionally and impartially, denies as unfounded the claims published in the Eparchy’s statement of Raska -Prizren, according to which the Kosovo Police develops an institutional policy of pressure, discrimination or intimidation against members of the Serbian community and the Serbian Orthodox Church (SOC).
Such allegations are not based on facts, do not reflect the reality of the Kosovo Police’s activities, and create a false perception of the institution’s mandate, composition, and manner of functioning.
Kosovo Police is a constitutional and professional institution, founded on the principles of a democratic state and the rule of law. It is composed of police officers from all communities living in the Republic of Kosovo, including the Serbian community, who exercise their duties pursuant to the Constitution of the Republic of Kosovo, the Law on Police, the Code of Police Ethics and European standards of law enforcement.
The very multi-ethnic composition of the Kosovo Police, the mechanisms of civilian and institutional oversight, as well as the continuous cooperation with international security partners, exclude any claim that the Kosovo Police acts on ethnic, religious or political grounds.
Every police action is undertaken exclusively on the basis of law and individual responsibility.
Respecting and guaranteeing freedom of belief is one of the fundamental obligations of the Kosovo Police.
For more than a decade, Kosovo Police has guaranteed the safe conduct of hundreds of religious ceremonies, pilgrimages and activities of the Serbian Orthodox Church throughout the territory of the Republic of Kosovo.
Each year, detailed operational plans are drafted and implemented to ensure these activities, in cooperation with representatives of the Serbian Orthodox Church, KFOR and other relevant institutions.
This long-term cooperation constitutes concrete evidence of the institutional commitment of the Kosovo Police to guaranteeing the free exercise of religion and protecting the rights of all religious communities.
Even the ceremony on June 28, 2026 in Gazimestan was held on the basis of a special operational plan drafted by the Kosovo Police.
The ceremony took place without interference or obstruction from the Kosovo Police.
The police actions taken after the ceremony were not directed at believers, Serbian identity, or religious rites.
Police measures were taken only against persons for whom there were reasonable suspicions of behavior that constituted elements of incitement to hatred, provocation or violation of public order.
Decisions on fines, removal or entry bans are not made by the Kosovo Police, but by the competent administrative and judicial bodies based on the evidence for each individual case.
The protection of cultural and religious heritage constitutes one of the most important responsibilities of the Kosovo Police.
After the transfer of responsibilities from KFOR, Kosovo Police took the responsibility for securing cultural and religious heritage sites, demonstrating professional and institutional capacity in exercising this mandate.
To accomplish this mission, Kosovo Police has established the Directorate for the Protection of Cultural Heritage Objects (DPCHO). The DPCHO is composed of members from all communities living in The Republic of Kosovo , where over 16 % of them belong to the Serbian community, while the head of DPCHO is a major from the Serbian community.
Currently, there are 24 Serbian RCH objects that are secured 24/7 by KP members. The cemeteries of all minorities are supervised on a daily basis by the ‘Community Police’ and for each of them there is a separate file that is monitored by sectoral police officers -community police officers.
Regarding cases involving RCH facilities, the following official data is provided:
During 2024, 53 cases were identified in the RCH: 34 cases or 64% occurred in Muslim facilities, 16 cases or 30% in Orthodox ones, and 3 cases or 6% in Catholic ones.
In 2025, 35 cases were identified in RCH: 22 cases or 63% occurred in Muslim facilities, 10 cases or 29% in Orthodox ones, and 3 cases or 8% in Catholic ones.
During the period January-June 2026, 34 cases of RCH were identified: 27 cases or 79% occurred in Muslim facilities, 5 cases or 15% in Orthodox ones and 2 cases or 6% in Catholic ones.
The nature of the cases related to RCH, in the vast majority of cases, is related to material gains (theft and aggravated theft).
Also in the Eparchy’s press release, a case in a village in Podujeva is mentioned. Regarding this case on 21.05.2025, the police initiated the case ‘Incitement of discord and intolerance’. All actions related to the case have been taken in coordination with the justice bodies. The prosecutor of the case, by decision, releases the suspects in regular procedure and instructs the continuation of investigations in coordination with the relevant institutions regarding the claims of who owns the church.
As for cases related to possible interethnic motives, these cases are continuously treated with impartiality and professionalism. Such cases have been decreasing over the years, so in 2023 31 cases were identified, in 2024 25 cases were identified, in 2025 5 cases were identified.
Kosovo Police will continue to provide security for all communities without distinction, to provide security for RCH facilities and requires from the citizens to cooperate with the Police, as they have done so far, in order to maintain and increase overall security in the Republic of Kosovo.
