Policia e Kosovës ka bërë me kohë planifikimet e saja policore për zgjedhjet duke hartuar urdhrin operativ “Zgjedhjet lokale 2025”
Prishtinë, më 11 tetor 2025
Policia e Kosovës, përmes hartimit të urdhrit operativ policor ka bërë të gjitha planifikimet e saja policore lidhur me zgjedhjet lokale, të cilat do të mbahen me 12 tetor 2025, në Republikën e Kosovës.
Me qëllim të ofrimit të sigurisë dhe mbarëvajtjes së procesit zgjedhor do të angazhohen një numër i mjaftueshëm i zyrtarëve policorë të profileve të ndryshme, që iu përkasin njësiteve të ndryshme brenda Policisë së Kosovës.
Planifikimi operativ ka paraparë implementimin dhe realizimin e operacionit policor në katër faza, duke filluar nga periudha parazgjedhore apo përgatitore vlerësuese, pastaj angazhimi në ofrimin e sigurisë gjatë fushatës parazgjedhore, angazhimi dhe garantimi i sigurisë në fazën kyçe të ditës së zgjedhjeve si dita (Z), si dhe periudha pas zgjedhjeve që parasheh transportin nën përcjellje dhe siguri të PK-së të materialit sensitiv e deri në përfundim të procesit.
Policia e Kosovës ka marrë masa shtesë duke caktuar edhe koordinatorë të Policisë me KQZ-në dhe institucionet tjera të angazhuara në këtë proces, si dhe hartimin e një udhëzuesi për zyrtarët policorë lidhur me detyrat dhe përgjegjësitë e tyre ligjore gjatë procesit zgjedhor.
Sipas planifikimeve policore qëllimi i këtij urdhri operativ për këtë proces zgjedhor është:
• Krijimi i një klime të qetë dhe të sigurt për të gjithë qytetarët e Republikës së Kosovës si dhe mbajtja e rendit, qetësisë dhe sigurisë publike në vend para-gjatë dhe pas procesit të zgjedhjeve.
• Sigurimin e Qendrave të Votimit, Këshillave Komunale të Zgjedhjeve, Depove Komunale, Qendrës së Numërimit të Rezultateve dhe Depove Qendrore.
• Përcjellja e sigurt dhe sigurimi i të gjithë materialit sensitiv zgjedhor nga të gjitha destinacionet e parapara sipas planit të sigurisë deri në përfundimin e operacionit policor, që ndërlidhet me procesin zgjedhor.
• Inicimi dhe procedimi i çdo vepre penale kundër të drejtës së votimit dhe ndërmarrja e të gjitha masave procedurale/penale ndaj çdokujt që bie ndesh me ligjet pozitive të vendit që rregullojnë/sanksionojnë veprimet e kundërligjshme ndaj zgjedhjeve të lira dhe demokratike në koordinim dhe bashkëpunim të ngushtë me Prokurorin e Shtetit sipas planeve të veprimit dhe marrëveshjeve paraprake të bazuara në ligj.
Policia e Kosovës njëkohësisht iu bën thirrje të gjithë drejtuesve të subjekteve zgjedhore dhe qytetarëve që për çdo informacion të dyshuar, apo çështje që ndërlidhet me aspektin e sigurisë të njoftojnë institucionet kompetente dhe Policinë e Kosovës, përmes linjës fikse dhe mobile: 192 ose në adresën elektronike [email protected] si dhe në stacionet më të afërta policore, në mënyrë që të ndërmerren masat e menjëhershme ligjore.
Policia e Kosovës mbetet e përkushtuar në realizimin e detyrave dhe përgjegjësive të saja ligjore në mënyrë profesionale karshi qytetarëve dhe vendit.

The Kosovo Police has made its police planning in time by drafting the operational order “Local Elections 2025”

The Kosovo Police, through the drafting of the police operational order, has made all its police planning regarding the local elections, which will be held on October 12, 2025, in the Republic of Kosovo.
In order to provide security and the smooth running of the electoral process, a sufficient number of police officers of different profiles, belonging to different units within the Kosovo Police, will be engaged.
The operational planning has foreseen the implementation and realization of the police operation in four phases, starting from the pre-election or preparatory assessment period, then the engagement in providing security during the pre-election campaign, the engagement and guarantee of security in the key phase of election day such as day (Z), as well as the post-election period which foresees the transport under the escort and security of the KP of sensitive material until the end of the process.
The Kosovo Police has taken additional measures by appointing Police coordinators with the CEC and other institutions engaged in this process, as well as drafting a guideline for police officers regarding their legal duties and responsibilities during the electoral process.
According to police planning, the purpose of this operational order for this electoral process is:
• creating a peaceful and safe climate for all citizens of the Republic of Kosovo and maintaining public order, peace and security in the country before, during and after the election process.
• securing polling stations, municipal election councils, municipal warehouses, the results counting center and central warehouses.
• safe escort and securing of all sensitive electoral material from all destinations foreseen according to the security plan until the end of the police operation, related to the electoral process.
• initiation and proceeding of any criminal offense against the right to vote and undertaking all procedural/criminal measures against anyone who violates the positive laws of the country that regulate/sanction illegal actions against free and democratic elections in close coordination and cooperation with the State Prosecutor according to action plans and prior agreements based on the law.
Kosovo Police, at the same time calls on all leaders of electoral entities and citizens to notify the competent institutions and the Kosovo Police of any suspicious information or issues related to security, through the fixed and mobile line: 192 or at the email address [email protected] as well as at the nearest police stations, so that immediate legal measures can be taken.
The Kosovo Police remains committed to carrying out its legal duties and responsibilities in a professional manner towards citizens and the country.

Policija Kosova je na vreme planirala svoje policijske aktivnosti za izbore, kroz izradu operativnog naređenja „Lokalni izbori 2025“
Priština, 11. oktobar 2025.
Policija Kosova je, izradom operativnog policijskog naređenja, obavila sva potrebna planiranja u vezi sa lokalnim izborima koji će se održati 12. oktobra 2025. godine u Republici Kosova.
Radi pružanja sigurnosti i nesmetanog odvijanja izbornog procesa, biće angažovan dovoljan broj policijskih službenika različitih profila, iz više jedinica Policije Kosova.
Operativni plan predviđa sprovođenje policijske operacije u četiri faze: predizborni period – faza pripreme i procene, zatim obezbeđenje tokom predizborne kampanje, angažovanje i garantovanje bezbednosti na sam dan izbora (dan Z), kao i postizbornu fazu koja obuhvata transport pod pratnjom i obezbeđenjem izbornog osetljivog materijala sve do završetka procesa.
Policija Kosova je preduzela dodatne mere određivanjem policijskih koordinatora pri CIK-u i drugim institucijama uključenim u ovaj proces, kao i izradom uputstva za policijske službenike u vezi sa njihovim zakonskim dužnostima i odgovornostima tokom izbornog procesa.
Cilj ovog operativnog naređenja je:
• Stvaranje mirne i sigurne okoline za sve građane Republike Kosova, kao i održavanje javnog reda, mira i sigurnosti u zemlji pre, tokom i posle izbornog procesa.
• Obezbeđenje biračkih centara, Opštinskih izbornih saveta, opštinskih skladišta, Centra za brojanje rezultata i centralnih skladišta.
• Sigurna pratnja i obezbeđenje celokupnog osetljivog izbornog materijala sa svih predviđenih lokacija, u skladu sa bezbednosnim planom, do završetka policijske operacije povezane sa izbornim procesom.
• Pokretanje i procesuiranje svakog krivičnog dela protiv biračkog prava i preduzimanje svih procesnih i krivičnih mera protiv svakoga ko se suprotstavi važećim zakonima koji regulišu i sankcionišu nezakonite radnje protiv slobodnih i demokratskih izbora, u bliskoj saradnji sa Državnim tužilaštvom, prema planovima delovanja i prethodnim zakonskim sporazumima.
Policija Kosova apeluje na sve rukovodioce izbornih subjekata i građane da svaku sumnjivu informaciju ili pitanje koje se odnosi na bezbednost prijave nadležnim institucijama i Policiji Kosova putem fiksne ili mobilne linije 192, na elektronsku adresu [email protected] ili u najbližoj policijskoj stanici, kako bi se odmah preduzele zakonske mere.
Policija Kosova ostaje posvećena profesionalnom ispunjavanju svojih zakonskih dužnosti i odgovornosti prema građanima i državi.
