Me datën 07.07.2025, rreth orës 00:12, Policia e Kosovës ka pranuar informacionin përmes gjashtë thirrjeve telefonike nga qytetarët se një person me sjellje agresive, përmes veprimeve të tij po paraqiste rrezikim të përgjithshëm të kalimtarëve duke i sulmuar ata por dhe të vetes së tij, duke ndjekur automjetet dhe duke tentuar të hynte në to.

Ngjarja është raportuar se ka ndodhur në rrugën “Haradin Bajrami” në Lipjan. Njësitë policore pas pranimit të informacioneve kanë reaguar menjëherë për të ndaluar sulmet dhe rrezikimin e qytetarëve dhe parandaluar përshkallëzim të mëtejmë të situatës.

Sjelljet e njëjta sipas raportimit të qytetarëve janë shfaqur edhe në prani të zyrtarëve policorë, të cilët me qëllim të vënies së situatës nën kontrollë dhe shoqërimit të tij në stacion policor, për shkak të sjelljeve të pakontrollueshme e të rrezikshme, rezistencës aktive dhe vërsuljes për sulm ndaj zyrtarëve policorë, zyrtarët policorë në vetëmbrojtje janë detyruar të përdorin sprej-in policor.

Para arrestimit të personit, zyrtarët policorë kanë komunikuar dhe negociuar me të njëjtin për 5-6 minuta, me qëllim të bindjes së tij për shoqërim në stacion policor. Po ashtu gjatë kësaj kohe mbikëqyrësi i ndërrimit ka telefonuar ndihmën e shpejtë për ti ofruar ndihmë mjekësore personit, pasi gjatë gjithë kohës ka vërejtur gjendjen e tij shëndetësore dhe psikologjike. Në këtë rrjedhë, i njëjti ka qenë jo bashkëpunues dhe ka tentuar të ikë, por zyrtarët policorë kanë arritur ta arrestojnë.

Autoambulanca me ekipin mjekësor emergjent, kanë arritur në vendin e ngjarjes brenda një kohe shumë të shpejtë (3 min), për ti dhënë ndihmën e parë personit në fjalë, ku më pas njësia emergjente ka konstatuar vdekjen e tij.

Në vendngjarje te personi janë gjetur në posedim gjësende personale dhe substancë pluhur që dyshohet të jetë narkotike, e cila është dërguar për ekzaminim.

Sipas procedurave të parapara ligjore, në vendin e ngjarjes kanë dalë njësitë relevante hetimore, Prokurori për krime të rënda si dhe Inspektorati Policor i Kosovës.

Policia e Kosovës, në bashkëpunim dhe koordinim me institucionet kompetente, ka ndërmarrë të gjitha veprimet hetimore për ndriçimin e rastit, përfshirë sigurimin e provave materiale dhe intervistimin e dëshmitarëve. Të gjitha provat e siguruara përfshirë edhe pamjet e kamerave që ndihmojnë në zbardhjen e rastit janë ndarë me institucionet relevante, respektivisht me Inspektoratin Policor dhe Prokurorinë.

Me vendim të Prokurorit të Shtetit është iniciuar hetim penal lidhur me rastin, ndërsa trupi i pajetë është dërguar në Institutin e Mjekësisë Ligjore për obduksion.

Me rekomandim të IPK-së janë suspenduar katër zyrtarë policorë dhe një rreshter, të cilët pas intervistimit me vendim të prokurorit, dhe ri cilësimit të veprës, janë dërguar në mbajtje.

Sigurojmë të gjithë qytetarët se Policia e Kosovës është në bashkëpunim të ngushtë dhe të plotë me institucionet relevante me qëllim të zbardhjes së plotë të këtij rasti, epilogu i së cilit do të merret pas përfundimit të hetimeve, ekzaminimeve dhe pranimit të raportit të obduksionit nga Mjekësia Ligjore.

Policia e Kosovës është në shërbim të qytetarëve me të gjitha kapacitetet, detyrat dhe obligimet ligjore që ka.

On 07.07.2025, at around 00:12, the Kosovo Police received information through six phone calls from citizens that a person with aggressive behaviour, through his actions, was posing a general danger to passers-by by attacking them but also to himself, by following vehicles and attempting to enter them.

The incident was reported to have occurred on “Haradin Bajrami” street in Lipjan. After receiving the information, the police units reacted immediately to stop the attacks and endangering citizens and prevent further escalation of the situation.

The same behaviours, according to citizens’ reports, have also been displayed in the presence of police officers, who, in order to bring the situation under control and escort him to the police station, due to uncontrollable and dangerous behaviours, active resistance and rushing to attack police officers, police officers in self-defence were forced to use police spray.

Before arresting the person, police officers communicated and negotiated with the person for 5-6 minutes, in order to convince him to be escorted to the police station. Also, during this time, the shift supervisor called the ambulance to provide medical assistance to the person, as he had observed his health and psychological condition the entire time. In this process, the person was uncooperative and attempted to escape, but police officers managed to arrest him.

The ambulance with the emergency medical team arrived at the scene within a very short time (3 minutes) to provide first aid to the person in question, where then the emergency unit determined his death.

At the scene, the person was found in possession of personal belongings and a powdery substance suspected of being a narcotic, which was sent for examination.

According to the legal procedures, the relevant investigative units, the Prosecutor for Serious Crimes and the Kosovo Police Inspectorate, arrived at the scene.

The Kosovo Police, in cooperation and coordination with the competent institutions, has undertaken all investigative actions to clarify the case, including securing material evidence and interviewing witnesses. All evidence obtained, including camera footage that helps in clarifying the case, has been shared with the relevant institutions, respectively the Police Inspectorate and the Prosecution.

By decision of the State Prosecutor, a criminal investigation has been initiated regarding the case, while the body has been sent to the Institute of Forensic Medicine for autopsy.

Upon the recommendation of the PIK, four police officers and a sergeant have been suspended, who, after being interviewed by decision of the prosecutor, and the re-qualification of the offense, have been sent to detention.

We assure all citizens that the Kosovo Police is in close and full cooperation with relevant institutions in order to fully clarify this case, the epilogue of which will be obtained after the completion of the investigations, examinations and receipt of the autopsy report from the Forensic Medicine.

The Kosovo Police is at the service of citizens with all the capacities, duties and legal obligations it has.
