The Kosovo Police, through the drafting of the police operational order, has made all its police planning regarding the local elections, which will be held on October 12, 2025, in the Republic of Kosovo.
In order to provide security and the smooth running of the electoral process, a sufficient number of police officers of different profiles, belonging to different units within the Kosovo Police, will be engaged.
The operational planning has foreseen the implementation and realization of the police operation in four phases, starting from the pre-election or preparatory assessment period, then the engagement in providing security during the pre-election campaign, the engagement and guarantee of security in the key phase of election day such as day (Z), as well as the post-election period which foresees the transport under the escort and security of the KP of sensitive material until the end of the process.
The Kosovo Police has taken additional measures by appointing Police coordinators with the CEC and other institutions engaged in this process, as well as drafting a guideline for police officers regarding their legal duties and responsibilities during the electoral process.
According to police planning, the purpose of this operational order for this electoral process is:
• creating a peaceful and safe climate for all citizens of the Republic of Kosovo and maintaining public order, peace and security in the country before, during and after the election process.
• securing polling stations, municipal election councils, municipal warehouses, the results counting center and central warehouses.
• safe escort and securing of all sensitive electoral material from all destinations foreseen according to the security plan until the end of the police operation, related to the electoral process.
• initiation and proceeding of any criminal offense against the right to vote and undertaking all procedural/criminal measures against anyone who violates the positive laws of the country that regulate/sanction illegal actions against free and democratic elections in close coordination and cooperation with the State Prosecutor according to action plans and prior agreements based on the law.
Kosovo Police, at the same time calls on all leaders of electoral entities and citizens to notify the competent institutions and the Kosovo Police of any suspicious information or issues related to security, through the fixed and mobile line: 192 or at the email address
[email protected] as well as at the nearest police stations, so that immediate legal measures can be taken.
