Plani dhe angazhimet policore në mbarëvajtje të procesit zgjedhor të datës 28 dhjetor 2025

Policia e Kosovës, sikurse në çdo proces zgjedhor, bazuar në ligjet pozitive të vendit dhe autorizimeve si institucion kyç për sigurinë publike, me kohë ka hartuar urdhrin operativ policor dhe ka bërë të gjitha planifikimet e saja policore lidhur me “Zgjedhjet e parakohshme për Kuvendin e Republikës së Kosovës”, të cilat do të mbahen me datën 28 dhjetor 2025.
Me qëllim që ky plan policor të realizohet sipas planifikimeve të parapara dhe me qëllim të ofrimit të sigurisë e mbarëvajtjes së procesit zgjedhor, është paraparë të angazhohet një numër i mjaftueshëm i zyrtarëve policorë kryesisht të rendit publik, por sipas nevojës mund të angazhohen edhe zyrtarë policorë të profileve të ndryshme, që iu përkasin njësiteve të ndryshme brenda Policisë së Kosovës.
Plani operativ përfshin katër faza:
1) Periudha parazgjedhore apo përgatitore vlerësuese,
2) Angazhimi në ofrimin e sigurisë gjatë fushatës zgjedhore,
3) Garantimi i sigurisë në fazën kyçe të ditës së zgjedhjeve dita (Z),
4) Periudha pas zgjedhjeve që parasheh transportin nën përcjellje dhe siguri të PK-së, të materialit sensitiv e deri në përfundim të procesit.
Faza e parë tani veçse është realizuar dhe jemi në fillim të zbatimit të fazës së dytë të angazhimit në ofrimin e sigurisë gjatë fushatës zgjedhore, për të vazhduar sipas planit me fazat tjera, deri në përfundim të procesit zgjedhor.
Sipas planifikimeve policore qëllimi i këtij urdhri operativ edhe në këtë proces zgjedhor është:
• Krijimi i një klime të qetë dhe të sigurt për të gjithë qytetarët e Republikës së Kosovës si dhe mbajtja e rendit, qetësisë dhe sigurisë publike në vend para-gjatë dhe pas procesit të zgjedhjeve.
• Ngritja e vigjilencës, sigurimi i qendrave të votimit, depove komunale dhe qendrës së numërimit të rezultateve.
• Përcjellja e sigurt dhe sigurimi i gjithë materialit sensitiv zgjedhor nga të gjitha destinacionet e parapara sipas planit të sigurisë deri në përfundimin e operacionit policor, që ndërlidhet me procesin zgjedhor.
• Inicimi dhe procedimi i çdo vepre penale kundër të drejtës së votimit dhe ndërmarrja e të gjitha masave procedurale/penale ndaj çdokujt që bie ndesh me ligjet pozitive të vendit që rregullojnë/sanksionojnë veprimet e kundërligjshme ndaj zgjedhjeve të lira dhe demokratike, në koordinim dhe në bashkëpunim të ngushtë me Prokurorinë e Shtetit sipas planeve të veprimit dhe marrëveshjeve paraprake të bazuara në ligj.
Sipas memorandumit të bashkëpunimit në mes të Policisë, Prokurorisë dhe KQZ-së, Policia e Kosovës ka caktuar zyrtarë/hetues në drejtoritë rajonale për trajtimin e çdo rasti të mundshëm që ndërlidhet me procesin zgjedhor, nën autorizimet e prokurorëve të caktuar për këtë çështje nga Prokuroria e Shtetit. Po ashtu janë caktuar edhe koordinatorë të Policisë me KQZ-në si dhe janë dhënë udhëzime për zyrtarët policorë lidhur me detyrat dhe përgjegjësitë e tyre ligjore gjatë procesit zgjedhor.
Policia e Kosovës mbetet e përkushtuar në realizimin e detyrave dhe përgjegjësive të saja ligjore në mënyrë profesionale karshi qytetarëve dhe vendit si dhe të jetë transparente mbi punën dhe angazhimet e saja policore.

Plan i policijski angažmani za nesmetano odvijanje izbornog procesa od 28. decembra 2025. godine
Priština, 17. decembar 2025. godine
Policija Kosova, kao i u svakom izbornom procesu, na osnovu važećih zakona zemlje i svojih ovlašćenja kao ključna institucija za javnu bezbednost, blagovremeno je izradila policijsku operativnu naredbu i izvršila sva policijska planiranja u vezi sa „Vanrednim izborima za Skupštinu Republike Kosova“, koji će se održati 28. decembra 2025. godine.
U cilju da se ovaj policijski plan realizuje u skladu sa predviđenim planiranjima i radi pružanja bezbednosti i nesmetanog odvijanja izbornog procesa, predviđeno je angažovanje dovoljnog broja policijskih službenika, uglavnom iz oblasti javnog reda i mira, ali po potrebi mogu biti angažovani i policijski službenici različitih profila, koji pripadaju različitim jedinicama unutar Policije Kosova.
Operativni plan obuhvata četiri faze:
1. Predizborni ili pripremno–evaluacioni period,
2. Angažovanje u pružanju bezbednosti tokom izborne kampanje,
3. Garantovanje bezbednosti u ključnoj fazi izbornog dana – dan (Z),
4. Postizborni period koji predviđa transport uz pratnju i obezbeđenje Policije Kosova, osetljivog materijala, sve do završetka procesa.
Prva faza je već realizovana, nalazimo se na početku sprovođenja druge faze angažovanja u pružanju bezbednosti tokom izborne kampanje, da bi se, prema planu, nastavilo sa ostalim fazama do završetka izbornog procesa.
Prema policijskim planiranjima, cilj ove operativne naredbe i u ovom izbornom procesu jeste:
• Stvaranje mirne i bezbedne klime za sve građane Republike Kosova, kao i održavanje reda, mira i javne bezbednosti u zemlji pre, tokom i nakon izbornog procesa.
• Povećanje budnosti, obezbeđenje biračkih mesta, opštinskih depoa i centra za brojanje rezultata.
• Bezbedna pratnja i obezbeđenje celokupnog osetljivog izbornog materijala sa svih predviđenih destinacija, u skladu sa planom bezbednosti, do završetka policijske operacije koja se odnosi na izborni proces.
• Pokretanje i procesuiranje svakog krivičnog dela protiv biračkog prava i preduzimanje svih procesnih/krivičnih mera protiv svakog lica koje postupa suprotno važećim zakonima zemlje koji uređuju/sankcionišu protivpravne radnje protiv slobodnih i demokratskih izbora, u koordinaciji i bliskoj saradnji sa Državnim Tužilaštvom, u skladu sa planovima delovanja i prethodnim sporazumima zasnovanim na zakonu.
Na osnovu memoranduma o saradnji između Policije, Tužilaštva i CIK-a, Policija Kosova je odredila službenike/istražitelje u regionalnim direkcijama za postupanje u svakom mogućem slučaju koji se odnosi na izborni proces, pod ovlašćenjima tužilaca koje je za ovo pitanje odredilo Državno Tužilaštvo. Takođe su određeni i koordinatori Policije sa CIK-om, kao i data uputstva policijskim službenicima u vezi sa njihovim zakonskim dužnostima i odgovornostima tokom izbornog procesa.
Policija Kosova ostaje posvećena izvršavanju svojih zakonskih dužnosti i odgovornosti na profesionalan način prema građanima i državi, kao i transparentnosti u vezi sa svojim policijskim radom i angažmanima.
Podstičemo sve građane da sarađuju sa Policijom Kosova i nadležnim institucijama, te da prijave svaki protivpravni slučaj koji se odnosi na bezbednost i izborni proces, ili i van njih.

Kosovo Police, as in any electoral process based on the positive laws of the country and authorizations as a key institution for public safety, has timely drafted the police operational order and has made all its police planning regarding the “Early Elections for the Assembly of the Republic of Kosovo”, which will be held on December 28, 2025.
In order for this police plan to be implemented according to the plan and with the aim of providing security and the smooth running of the electoral process, it is planned to engage a sufficient number of police officers, mainly from the public order department, but if necessary, police officers of different profiles, belonging to different units within the Kosovo Police, may also be engaged.
The operational plan includes four phases:
1) Pre-election or preparatory assessment period,
2) Commitment to providing security during the election campaign,
3) Ensuring security in the key phase of the election day, day (Z),
4) The post-election period that foresees the transport, under the KP escort and security of the sensitive material until the end of the process.
The first phase has now been completed, we are at the beginning of the implementation of the second phase of the commitment to providing security during the election campaign, to continue according to plan with the other phases, until the end of the electoral process.
According to police planning, the purpose of this operational order in this election process is:
• Creating a peaceful and safe climate for all citizens of the Republic of Kosovo as well as maintaining order, peace and public security in the country before, during and after the election process.
• Increasing vigilance, securing voting centres, municipal warehouses, and the results counting centre.
• Safe escort and security of all sensitive electoral material from all destinations foreseen according to the security plan until the conclusion of the police operation related to the electoral process.
• Initiating and prosecuting any criminal offense against the right to vote and taking all procedural/criminal measures against anyone who violates the positive laws of the country that regulate/sanction illegal actions against free and democratic elections in close coordination and cooperation with the State Prosecutor’s Office according to action plans and prior agreements based on the law.
According to the memorandum of cooperation between the Police, the Prosecution and the CEC, Kosovo Police has assigned officers/investigators in the regional directorates to handle any possible case related to the electoral process, under the authorization of the prosecutors assigned for this matter by the State Prosecution. Police coordinators with the CEC have also been assigned and instructions have been given to police officers regarding their legal duties and responsibilities during the electoral process.
Kosovo Police remains committed to carrying out its legal duties and responsibilities in a professional manner towards citizens and the country, as well as to being transparent about its police work and commitments.
We encourage all citizens to cooperate with Kosovo Police and competent institutions, and to report any illegal incident related to security and the electoral process, or even beyond them.
