Policia e Kosovës, konkretisht hetuesit policor nga Sektori i Hetimeve Financiare-DHKEK më 10.06.2025 kanë kryer bastisje në një shtëpi, pronë e të dyshuarit me iniciale (R.D.) dhe i njëjti është arrestuar nën dyshimin se ka kryer veprën penale Mashtrim sipas kodit penal të RKS-së.

Policia lidhur me rastin ka kërkuar në shtëpitë e tyre edhe dy të dyshuar të tjerë të cilët nuk janë gjetur, por që më vonë janë paraqitur në zyrat e policisë.

Të dyshuarit në bashkëveprim kanë mashtruar viktimat e gjinisë femërore (dhjetë prej tyre) të gjitha ish-pjesëmarrëse në luftërat e Sirisë dhe Irakut duke ju premtuar donacion në emër të integrimit të tyre në shoqërinë Kosovare.

Viktimat janë bindur që të aplikojnë për marrjen e donacioneve në një Institucion mikrofinanciar me seli në Prishtinë duke ju prezantuar se ato do të marrin donacion, por që në realitet kanë nënshkruar kontrata për kredi në vlerë prej 4,500.00 deri në 5,000.00 euro.

I dyshuari me iniciale (R.D.) ka identifikuar viktimat dhe dërguar ato në institucionin mikrofinanciar për aplikim.

I dyshuari me iniciale (V.G.) zyrtar në institucionit mikrofinaciar ka përpiluar dosjen dhe kontratat, ndërsa i dyshuari me iniciale (A.H.) ka aprovuar kreditë në cilësinë e menaxherit të këtij institucioni.

Pas daljes së mjeteve në llogaritë bankare të palëve ankuese, i dyshuari (R.D.) ka shkuar së bashku me palët në banka duke tërhequr mjete më pas të gjithave ju ka dhënë nga 500.00 euro, ndërsa mjete tjera i ka marrë në emër të pagesave për zyrtarët të cilët i kanë kryer shërbimet.

Palët ankuese e kanë kuptuar mashtrimin në kohen kur institucioni mikrofinaciar ju ka kërkuar atyre fillimin e pagesave të kredisë.

Deri më tani janë intervistuar 10/persona palë të dëmtuara, ku vlera e dëmit llogaritet të jetë 45,000.00 euro.

Dy të dyshuarve me iniciale (R.D.) dhe (V.G.) me vendimin e prokurorit të lëndës nga PTH-Prishtinë ju është shqiptuar masa e ndalimit prej 48 orëve, ndërsa i dyshuari i tret me iniciale (A.H.) është liruar në procedurë të rregullt.

Të gjitha veprimet, përfshirë masat e veçanta të hetimit janë kryer nën mbikëqyrje dhe koordinim të Prokurorit të lëndës nga Prokuroria Themelore në Prishtinë dhe vendimet tjera do të ndërmerren në bashkërendim të plotë.

Kosovo Police, respectively the police investigators from the Financial Investigations Sector-DHKEK on 10.06.2025, conducted a raid in a house, owned by the suspect with the initials (R.D.) and the same was arrested on suspicion of having committed the criminal offense of Fraud according to the criminal code of the Kosovo Police.

Related to the case, the police searched their homes for two other suspects who were not found, but who later reported to the police offices.

The suspects in cooperation deceived the female victims (ten of them), all former participants in the wars in Syria and Iraq, promising them donations in the name of their integration into Kosovo society.

The victims were convinced to apply for donations at a microfinance institution based in Prishtina by presenting that they would receive a donation, but in reality they had signed contracts for loans in the amount of 4,500.00 to 5,000.00 euros.

The suspect with the initials (R.D.) identified the victims and sent them to the microfinance institution for application.

The suspect with the initials (V.G.) an official at the microfinance institution adjusted the file and contracts, while the suspect with the initials (A.H.) approved the loans in his capacity as the manager of this institution.

After the funds were deposited into the bank accounts of the complainants, the suspect (R.D.) went with the parties to the bank to withdraw funds, then gave each of them 500.00 euros, while he took other funds as payments to the officials who had performed the services.

The complainants realized the fraud at the time when the microfinance institution asked them to start making loan payments.

So far, 10 injured parties have been interviewed, where the value of the damage is estimated to be 45,000.00 euros.

Two suspects with the initials (R.D.) and (V.G.) were detained to 48 hours by the decision of the prosecutor of the case from the Basic Prosecution Office in Prishtina, while the third suspect with the initials (A.H.) was released in a regular procedure.

All actions, including special investigative measures, were carried out under the supervision and coordination of the Prosecutor of the case from the Basic Prosecution Office in Prishtina, and other decisions will be taken in full coordination.
