TERMS OF REFFERENCE FOR COORDINATION OFFICE OF SECURITY IN COMMUNITY
MINISTRY OF INTERNAL AFFAIRS
Drafted on 04.04.2012, with the support of Programme for Security in Community of ICITAP and Section for Policing in Community of OSCE, in support of the objectives of Strategy for Security in Community.
In support of the National Strategy for Security in Community and Action Plan (Strategic Objectives 1.2, Activities – 1.2.1, 1.2.2, 1.2.3, 1.2.4, 1.2.5, 1.2.6), and as well In support of Strategy for Policing in Community, Department of Public Safety within the MIA has the authority to establish CCOORDINATION OFFICE FOR COMMUNITY SAFETY in each location where MIA/DPS Division of Security in Community deems it necessary/needed.
On 28.02.2012, Kosovo Academy of Public Safety (KAPS) authorized use of an office which meets the needs of Division of Security in Community within the Department for Public Security at MIA. The abovementioned office will serve as a location for further coordination of the activities of MCSC, CSAT and LPSC.
Community safety forums (MCSC, ATCS and LPSC) bring together local community members, police officers, local representatives and various partner institutions working together to improve community safety and quality of life.
Municipal Councils for Community Safety, Action Teams of Community Safety and Local Committees of Public Safety constitute the main component of the infrastructure of Community Safety in the Republic of Kosovo.
Community Safety Forums act as an advisory body, whose role is to raise awareness about the nature of crime, disorders and non-social behaviors, recognize the order and security issues, to identify methods of effective development and implementation of projects and action plans at the local level in partnership with the Kosovo Police, local officials and other partners. These security forums are important mechanisms to support the implementation of community safety initiatives at national, regional and local level.
THE ROLE AND RESPONSIBILITIES OF THE COORDINATION OFFICE OF COMMUNITY SAFETY
Coordinating Office of Community Safety will serve as a single umbrella to coordinate and support all activities of community safety forums in the future, including training needs for the establishment and revitalization, projects planning and drafting, executive councils, archive, verification of membership in community safety forums and other related activities that require coordination and support of the MIA and KP.
In this office there have been appointed two officers for coordination and support of the activities of the security forums, one officer is from the Ministry of Internal Affairs, respectively the Division of Community Safety, and the other officer from the Kosovo Police respectively from the Directorate of Community Police.
Also, the trained trainers of ATCS and LPSC (community members and police officers) that voluntarily contribute to community safety activities will cover the office from time to time when they need to work on training curriculums, class management, preparation of reports and use of the library and the database.
All activities conducted within or through this office, including but not limited in trainings, projects and activities of local and international organizations must obtain the authorization from the Head of Community Safety Division of MIA.
